Cicero holds line with “Zero Property Tax Increase” budget

The Town of Cicero voted Tuesday (Dec. 14, 2021) to approve a budget that calls for no property tax increase on local property taxes but expands services for seniors, families and young people.

President Larry Dominick said he was able to cover costs using last year’s budget and revenues from the American Rescue Plan and utilizing Federal and State grants.

Although the Town property tax is not increasing, any increase in property taxes would reflect hikes adopted by the county and other taxing districts.

Dominick said residents will see in the Town of Cicero’s “Zero Property Tax Increase” budget a continuation of all services including a vigorous seniors program, a strong police presence that has discouraged violence, a continued growth in the business community, and a rapid First Responder response to emergencies and community needs.

“There is no increase in the Town of Cicero’s property taxes for residents and I am very proud that each department was able to manage all services without increasing spending,” President Dominick said, noting any increase would be from other taxing bodies or Cook County.

“Although Cicero’s budget went up slightly, we were able to hold the line by utilizing existing revenues, and Federal and State grants to ensure that our residents receive all the programs and services they deserve.”

Dominick said the Town continues to see a strong growth in the business community, with the addition his year of several new businesses including Golden Coral Restaurant, and Jimmy Johns Restaurant.

“Cicero has seen two dozen new businesses open up in the community and that not only means increase retail sales taxes to off-set the property tax, but also the creation of thousands of new jobs,” Dominick said.

Dominick said that Cicero has maintained one of the lowest tax increase rates over the past 17 years since he was first elected in 2005. A study released earlier int he year by Cook County Treasurer Maria Pappas shows that the Town of Cicero has had the lowest increase in taxes over the past 20 years than almost every other suburb in Cook County and including Chicago.

The data compiled by the County Treasurer’s office shows that of 35 surrounding suburban communities, Cicero’s taxes increased over the past 20 years only half as much as the average of all of the nearby suburbs. Cicero’s taxes increased only 59 percent during the study of the various suburban and Chicago data and is significantly below the average hike during the past years which is 95.4 percent.

“We have worked hard over the years to keep our property taxes down and am proud that we could adopt a budget without increasing our property taxes for residents this year,” Dominick said.

In comparison: Oak Park’s taxes increased by 130 percent; River Forest 101; Berwyn 75; Forest Park 88; Stickney 68; North Riverside 69; McCook 140; Summit 90; Willow Springs 124; Western Springs 147; LaGrange 121; Brookfield 130; Maywood 110; Chicago 115.

Dominick said economic pressures caused by the two-year long coronavirus pandemic presented many challenges that the Town has confronted successfully.

“We have focused all of our resources to ensure that residents of the Town receive COVID vaccinations and are proud that Cook County has noted our vaccination rate has exceeded 70 percent in line with the national average,” Dominick said.

“We were able to provide food to needy families, an aggressive vaccination program to protect our residents from the coronavirus, and distributed hundreds of thousands of face masks encouraging social distancing and constant cleansing of their hands and common areas.”

 

Cicero se mantiene firme, en línea con su presupuesto y con “Cero Aumentos al Impuesto a la Propiedad”

La ciudad de Cicero votó para aprobar el martes (14 de diciembre de 2021) un nuevo presupuesto. Este plan de gastos NO requiere aumentos de impuestos a la propiedad en los tributos locales, pero aumenta los servicios municipales para las personas mayores, para las familias y para los jóvenes.

El Presidente municipal Larry Dominick dijo que pudo cubrir los costos utilizando fondos del presupuesto del año pasado, usando los ingresos provenientes del llamado “American Rescue Plan” (‘PLAN DE ESTIMULO FEDERAL/COVID-19’) y recurriendo a otras subvenciones federales y estatales.

Aunque en Cicero el impuesto a la propiedad no aumentará, cabe aclarar que cualquier incremento de gravámenes (a las propiedades) reflejaría únicamente los aumentos adoptados por el condado (de Cook) y por otros distritos que dependen de esos fondos.

El Presidente Dominick señaló que, con el presupuesto de “Cero Aumentos a los Impuestos a la Propiedad” en Cicero, los residentes obtendrán una ampliación de servicios incluyendo un programa más vigoroso para todos los adultos mayores y una fuerte presencia policial que sigue de forma exitosa su estrategia contra la violencia. Podrán ver también, aseguró el mandatario local, un crecimiento incesante de muchas empresas y comercios. Así como un servicio de primeros auxilios más eficiente y más rápido al responder a emergencias y a las necesidades de la comunidad.

“No habrá aumento en los impuestos a la propiedad en la ciudad de Cicero para nuestros residentes y por eso estoy muy orgulloso, porque cada departamento municipal pudo administrar todos los servicios sin aumentar el gasto público”, dijo el Presidente Dominick, agregando que cualquier aumento provendría de otros organismos del condado de Cook, que dependen de los impuestos para poder funcionar.

“Aunque el presupuesto de Cicero aumentó ligeramente, pudimos mantener la línea utilizando los ingresos existentes y las subvenciones federales y estatales para garantizar que nuestros residentes reciban todos los programas y servicios que merecen”.

Dominick dijo estar muy orgulloso porque la ciudad continúa experimentando un dinámico crecimiento comercial, con la incorporación de varios nuevos negocios este año, incluidos los comercios de comida ‘Golden Corral Restaurant’ y ‘Jimmy John’s Restaurant’.

El Presidente Dominick agrega que las presiones económicas causadas por la pandemia del coronavirus por los últimos dos años han presentado muchos desafíos, mismos que la ciudad ha enfrentado con éxito.
