Village of Orland Park Announces New Utility Billing System

The Village of Orland Park is introducing a new utility billing system designed to enhance the customer experience and improve day-to-day operations.
The new system will provide customers with more flexibility in managing their utility account and streamline the overall payment process.
As part of this upgrade, all customers will receive a new 12-digit utility account number, referred to as the Account-Customer ID.
Residents should watch for a letter from the Village containing their new Account-Customer ID and additional details about the transition.

The new Account-Customer ID will also appear in the top left section of utility bills beginning in January or February, depending on each customer’s bi-monthly billing cycle.
The system upgrade includes an improved online utility portal. The current portal, Citizen Access, will be disabled on Monday, Dec. 8 and replaced with Citizen Self Service. The new Citizen Self Service portal offers enhanced features, including more detailed billing information, the ability to change bill delivery preferences and mailing addresses, and the option to set up automatic payments. Residents’ current bill delivery preference will transfer automatically to the new system.
Residents who pay their water bill through a bank or financial institution should update their payment information once they receive their next bill. When updating, residents must enter their Account-Customer ID as all 12 digits with no dashes (example: 123456789232) to ensure payments are applied correctly.
Residents who use automatic withdrawal from a checking or savings account do not need to take any action; the Village has securely transferred this information to the new system.
Beginning at 5 p.m. on Dec. 15, residents may create an account in the new Citizen Self Service portal at https://tylerss.orlandpark.org/css. A new Account-Customer ID will be required to link the existing utility account to the portal.
Online utility payments will be temporarily unavailable from Dec. 8 through Dec. 14 while the system transition occurs. During this time, cash and check payments will still be accepted in person, by mail or via the Village drop box. No late fees will be assessed for any bills due on Dec. 15, 2025.

We understand that system changes can be inconvenient and we remain committed to assisting residents throughout this transition.
