Long-term ramp closures and detours scheduled at Illinois Route 25 Interchange at I-90 for Toll Plaza work
Ramp closure needed in September for toll plaza improvements
Long-term ramp closures with posted detours are scheduled to begin Sunday night and continue through September at the Illinois Route 25 Interchange on the Jane Addams Memorial Tollway (I-90) in Elgin for toll plaza improvements.
Electronic message signs and construction signage will be in place in advance to alert drivers to the closure and detour. Up-to-date information will be posted on the Tollway website in the Daily Construction Alert. All work is weather dependent.
Overnight Sunday, September 7, the ramp connecting westbound I-90 to Illinois Route 25 is scheduled to close for a week and a detour will be posted. The detour will route I-90 traffic to the Illinois Route 31 Interchange and through the ramps back on to I-90 eastbound to exit at Illinois Route 25.

The following week on Tuesday, September 16, the ramp connecting Illinois Route 25 to eastbound I-90 is scheduled to close for a week and a detour will be posted. The detour will route Illinois Route 25 traffic via Illinois Route 72 (Higgins Road) and Beverly Road to I-90.
The extended closures are needed to accommodate the removal of the existing barrier walls and equipment followed by the installation of new tolling infrastructure. Construction work will also include ramp pavement and shoulder work, as well as electrical, lighting and signage improvements. Work is scheduled continue through fall at the toll plazas at the Illinois Route 25 Interchange.
Closures and detours are being coordinated with the Illinois Department of Transportation, Cook County, Kane County, and the City of Elgin, as well as local fire and police departments.
In 2025, the Illinois Tollway is making improvements at toll plazas systemwide to improve traffic flow and mobility. The scheduled improvements prioritize structural, safety and operational considerations. This work is part of the Tollway’s 16-year, $15 billion capital program, Move Illinois: The Illinois Tollway Driving the Future, and the 7-year, $2 billion Bridging the Future capital plan.

Work Zone Safety
Construction zone speed limits are in effect in all construction zones 24/7 and drivers should continue to watch for changing traffic patterns and use caution, especially when workers are present.
The Illinois Tollway reminds motorists that the “Move Over Law” requires motorists to change lanes or to slow down and proceed with caution when passing any vehicle on the side of the road with hazard lights activated. If you see flashing lights ahead, please move over or slow down.
Illinois State Police have zero tolerance for drivers speeding in work zones or for failure to comply with the Move Over Law. The minimum penalty for speeding in a work zone is $250 with up to a $25,000 fine and a 14-year jail sentence for hitting a roadway worker. Penalties for failure to slow down or move over for a vehicle on the shoulder with flashing lights includes up to a $10,000 fine, 2-year suspension of driving privileges and jail time, in extreme cases.
